kraft paper layer needed?

Hi. We are are building a pizza oven supporting structure, with concrete blocks/rebar filled with concrete, one layer of concrete, followed by a layer of sand. The design calls for a layer of Kraft paper between the sand and the next layer of concrete. Does anyone have any suggestions: Is the Kraft paper mandatory? If it is, where can it be purchased, and what else can it be substituted with?
