HeatStop II

I bought some HeatStop II thinking I could use is for the refractory mortar in making the oven dome. The salesman said that I should use regular mortar for the dome arches, and use this stuff only for a small part closest to where the firebricks touch. Does that make sense? Can I use it for the entire dome mortar?
