yes, I reckon, you answered the issue correctly.
Most often this happens when the vent or flue have small size. Smoke is visible in early fire burning stage before the high heat in dome ignates all smoke gases. If this size is too small, even later on when the smoke disappears heat in exhaust may continue not to be taken all right up into the chimney. But you can cook with the oven like that.
