Not enough heat

Since finishing my oven 6 wks ago I have made 4 revisions and am still not even close to have the bottom of the pizza crust cook properly. I think I made a major error building the dome but am seeking re-assurance before Rev.#5.
After constructing the base out of fire-brick I made the dome shell out of stainless steel sheet metal. I then put ceramic fibre insulatio on that and covered it with castable refractory cement. I have no heat loss out the dome so what I am thinking is that the stainless is not retaining the heat properly. Any assistance would be gratefully accepted, thank you.
